Is the POS code on a claim where the patient is located? or where the doctor is located?
example: if a doctor is present in their office, but is seeing a patient via telehealth who is located in their own home, which POS code would be correct?

POS code for telehealth is '02'.

The telehealth code 02 is not yet implemented by most insurance companies, and the requirement is that the patient be present at an office or facility when receiving the service.
So, my question is: does the POS need to be where the doctor who provides the service is located? or where the patient is located?

I agree with you, but it would really help me to argue my case if some others could offer their opinion also.

POS 02 was effective last year so I would use that. If you have carriers not using it then I would go with the patient's home as well, but I do believe the 02 is being used.
