If a patient has an appointment for a head cold and see's and M.D. (99212) but then he also has an appointment with the Diabetes Educator the same day for his diabetes (G0108), can we bill both and if so, do we need to use a modifier with one of the visits so that it is distinctively a seperate visit?

You certainly can bill for them if those are the services that were done, it's a matter of if they will be reimbursed, which will vary from carrier to carrier and plan to plan. I'm not aware of any modifier that would be specific for that situation.
