Dispnse fees for eye glasses

As I state many times on the forum, I'm not a certified coder.  I've had an optometrist ask me if they can bill for dispense fees (92340, 92341) in addition to the fees for the actual glasses (V2020, V2100, V2200 etc).  In NY Medicaid allows ODs to bill for dispense fees but that is because the glasses are made by Medicaid so the dr doesn't get anything but the dispense fee for measuring, ordering, and fitting the glasses.  But he accidentally billed a dispense fee to a commercial carrier and it was paid.  The codes do not give any indication as to whether they can be billed with the materials.  My usual thought is that you can bill for anything as long as you provided the service, it's a matter of whether the insurance carriers allow it.  But this dr doesn't want to bill it, get paid, and then have it retracted in seven years after an audit.  Just wondering if anyone else bills these codes?
