Not sure what you mean, do you mean like a flat fee and then you charge on top of that based on what's collected?

I haven't heard of that before but if you put it in your contract and the provider agrees then I guess it's fine.  We have a minimum in our contract that we won't charge below, but we do not have a base fee.  Interesting idea though.  I'm not sure how providers will feel about that if you are charging a % on top of that, unless your % is lower than average.
