Any dentist who performs a medical service can bill on the CMS 1500.

My question exactly. What is defined as a medical service besides oral surgery.

Most of the time it would be surgery. But a dentist who sees a patient for a visit for example, oral cancer would bill ..depending on the person's benefits. I can see that being billed on a CMS form.

Just found this: When dental examinations are billed, enter the specific surgery for which the exam is being performed. this is in reference to what you asked about billing dental on a CMS form. I still also think that you need to look at the policies for the patient's major med.

There are also some new procedures coming out such as labs to screen for oral cancer.  These are often performed by dentists and would be billed to the patient's medical insurance on a CMS 1500.  There is no list of procedures that dentists can do that are medical so I'm afraid I can't answer your question as specific as you would like.   :(
