Podiatry Class Findings for Foot Care

Podiatrist:
I am hoping for some clarification on class B findings for foot care.  Any help is appreciated.
By my understanding, each pulse on each foot, dorsalis pedis and posterior tibial, is an independent variable.  So having an absent dorsalis pedis on each foot is 2 class B findings.  Is this the case or would that be one class B finding in total?  That doesn't make sense to me to be the case as while the same named artery, they are independent of each other.  I am being told the opposite though.  That having an absent dorsalis pedis on each foot is equal to one class B finding.

Again, any clarification is appreciated.

Class A: 
Amputation of the foot or an integral part of its skeleton that was not caused by an accident.

Class B: 
Absent posterior tibial pulse
Absent dorsalis pedis pulse
At least three of the following are signs of advanced trophic changes:
Less hair growth or no hair growth
Nails get thicker
Skin discoloration
Skin that is thin and shiny

Class C: 
Changes in temperature (cold feet)
Edema
Paresthesia (abnormal spontaneous sensations in feet) (abnormal spontaneous sensations in feet)
Burning
