WHEN CHARGING A PHYSICIAN FOR BILLING SERVICES IS IT BEST TO DO FLAT FEE OR PERCENTAGE?  (STATE OF NEW YORK)

It is illegal for physicians in NY State to enter into a percentage based contract as it is considered illegal fee-splitting.
Doctors can be sanctioned and billing service contracts are null/void if doing %.

I do flat fee based on time/costs, with sliding scale to accommodate practice growth.

Does anyone have a list of all the states fee splitting apply to?  I do flat rate billing but would like to keep the list handy.

I know NY & FL are on it, but I'm not sure of the others.  I'm not aware of a list.

In our members only area we have the states along with the exact verbiage and case studies/court findings.
