Medicaid QMB billing

I have a scenario where I have PT/OT providers that are Medicare providers but only OPRA NY medicaid providers.  Understanding that OPRA providers cannot bill medicaid for services, can they bill for the when the patient is Medicare and has QMB medicaid for the co-insurance/co-pay?

Are they billing under a group?  If they are billing under a group they can be OPRA and bill under the group NPI & EIN.  Or they can change their status.
