Telethealth/medicare

Do we know how to bill for medicare?  80 precent of our patients are older and have no access to computers, or smart phones.  The only way we/they can contact them/us is by phone.  Do we still use the regular em codes with modifier GQ?  I know the g2012 only pays 15.00 and our physician says he'd rather shut if that is all he is going to get.
Our patients are canceling left and right not wanting to come to the office and who can blame them with this mess.
