Telehealth for convenience vs need

We are an independent family practice clinic.

I have seen that CMS guidelines state:
   A statement to confirm the telehealth visit is to “slow or to stop the spread of COVID-19”
   should be reflected in the patient medical record to reflect good faith and not only
   convenience for the service(s).

We would like to do more Telehealth, but want to be sure we are in compliance with what kind of visits qualify.  We are not in a high COVID area

Can we do routine care, follow up care, wellness and acute visits? 
Who determines convenience vs otherwise?

If the above is a true guideline, how can we have so many clinics advertising that they offer Telehealth? 
Are they only seeing acute care patients?
Maybe they bill differently?
