Does anyone know the answer to this question?
If you are a non contracted provider with Blue Cross (any of them) and the services are provided say in GA and the patients home plan is NJ; (the patient is only trying to seek reimbursement because they have paid us in full) don't they still have to send the claim to the local plan where the services are rendered rather than their home?

No, if they are filing paper claim after the fact, they would send claim to their state BCBS. It's only you/provider who would send electronic claim to your local plan who would forward to their plan.
