If a patient is enrolled in Medicare Part A only and has a Group Health Plan Primary, we can't bill the Medicare Preventative visits until the patient is enrolled in Part B right?

You would bill the patients group health plan for the preventative visits. Once (if) they enroll in Medicare part B, if Medicare is primary you would bill the Medicare Preventative visits to Medicare first.
