Patient has two bc insurances. The first allowable and then contractional w/o. The second bc allowable and allowable, there is a credit, do we apply it to the first contractional w/o. Not sure if its the patient's credit etc.

Do you mean Blue SHIELD? I've seen cases where patient's secondary is an individual plan and most likely they are "over" insured.. credit is a credit. They are not making out on the deal because of what they prob pay in premium to secondary. Your post was a little vague, need more details to be sure.
